PURPOSE:

The rule amendments update and clarify conditions of confinement for delinquent youth in residential commitment programs.

SUBJECT:

The rule amendments eliminate the use of behavior management units, clarify a definition pertinent to visitation by counsel, and incorporate outcome-based standards in residential programs.
