SUMMARY:

These sixteen rule sections establish Protective Action Response (PAR) as the only authorized verbal and physical intervention program to be trained and utilized by direct care staff in state operated or contracted facilities and programs, including those such as STAR programs which are operated by law enforcement under contract with the Department.  The rule defines PAR interventions including the use of mechanical restraints, and establishes PAR training and curriculum.
