PURPOSE:

The purpose of this rule development is to insert provisions due to statutory changes, propose changes to streamline regulatory implementation, and update language for clarity. Proposed changes to Rule 6A-4.0012, F.A.C., include: update of the specifications to submit a complete application for a Florida Educator’s Certificate; and, revise official records of academic preparation required to satisfy certification eligibility. Proposed changes to Rule 6A-4.004, F.A.C., include: adopt specific requirements to be eligible for a special temporary certificate in educational leadership. Proposed changes to Rule 6A-4.0051, F.A.C., include: update of the requirements specified for renewal of the professional certificate; update of the requirements for retention of certification coverages; update of the general requirements for renewal of a professional certificate; and, update of the requirements specified for reinstatement of the professional certificate. Proposed changes to Rule 6A-4.006, F.A.C., include: update to ensure alignment with requirements for competency-based certification preparation programs; revision of requirements to demonstrate mastery of professional preparation; and, revision of requirements to satisfy practical teaching experience.

SUBJECT:

Requirements and implementation of the general application process for a Florida Educator’s Certificate, the specific requirements for an individual to be eligible for a special two-year temporary certificate in educational leadership, the process for renewal or reinstatement of a professional certificate, and the general and professional preparation necessary to satisfy eligibility for a Florida Educator’s Certificate.
